MCB Camp Lejeune/MCAS New River CU Implementation

Abstract

The Compatible Use Program Implementation Project for the City of Jacksonville focuses on identifying ingress and egress to the Marine Corps Air Station New River Installation which contributes to the regional traffic congestion. This project implements recommendations from the 2020 Joint Land Use Study (JLUS) for Onslow County Camp Lejeune and surrounding communities, which includes New River Air Station. The overall goals of this project are to conduct a feasibility study to look at upgrading and relocating Douglass Gate and analyze the need for additional egress points for Marine Corps Air Station New River. The feasibility study would establish the purpose and need; evaluate traffic and safety concerns; identify and describe alternatives with cost estimates; identify community issues and Antiterrorism/Force Protection concerns; evaluate site conditions; and conduct a natural environmental review such as stream classifications, wetlands, and threatened and endangered species. The project deliverable includes a feasibility study modeled after North Carolina Department of Transportation’s requirements. If the project is determined to be feasible, this study could be submitted in a future NCDOT Prioritization. Furthermore, the study could also provide justification for Marine Corps Base Camp Lejeune to request funding for improvements as well.
