Mokapu ES Design and Construction - MCB Hawaii

Abstract

This Department of Defense (DoD) Public Schools on Military Installations (PSMI) grant provides funding to remedy the facility condition and capacity deficiencies as identified by the DoD at Mokapu Elementary School, located on Marine Corps Base Hawaii, and ranked 33 on the PSMI priority list dated July 2011 and April 2019. The Hawaii Department of Education (HIDOE) has considered multiple options to resolve the identified deficiencies and examined them based on State of Hawaii school construction standards, educational goals, facility condition, construction costs, and future maintenance and operating expenses. The design solution addresses the DoD identified concerns and other facility limitations by replacing the school through a two phased construction approach. The construction of new buildings resolves significant issues that cannot be addressed by modernizing the existing buildings, and reduces the time and cost that would be associated with multi-phased modernization. The school will continue to operate during construction. The school serves Kindergarten through 6th grade students, 99% who are DoD connected. The replacement school will have the capacity to serve 975 students, to accommodate the enrollment growth expected and fluctuation in enrollment. The project scope includes pre-construction (planning and design) and construction activities with a target construction completion date by the end of 2026.
