Sandia Base ES Design and Construction - Kirtland AFB
Abstract
This Department of Defense (DoD) Public Schools on Military Installations (PSMI) grant provides funding to remedy the facility condition and capacity deficiencies as identified by the DoD at Sandia Base Elementary School, located on the Kirtland Air Force Base in Albuquerque, New Mexico, and ranked 42 on the PSMI priority list dated April 2019. Albuquerque Public School (APS) has considered multiple options to resolve the identified deficiencies and examined them based on both the APS Capital Master Plan standards, as well as New Mexico Public School Facilities Authority standards, educational goals, facility condition, construction costs, and future maintenance and operating expenses. Several options, including a total renovation, partial renovation and replacement (preferred option), were considered and run through a strenuous cost benefit analysis. The design solution addresses the DoD identified concerns and other facility limitations by replacing the school through a two-phased construction approach. The construction of new buildings resolves significant issues that cannot be addressed by modernizing the existing buildings, and reduces the time and cost that would be associated with multi-phased modernization. The school will continue to operate during construction. The school currently serves Kindergarten through 5th grade students, with 67% who live on base and 80% who are base affiliated. The replacement school will have the capacity to serve 576 students, to accommodate the new pre-kindergarten requirement, in addition to the existing K-5. The project scope includes pre-construction (planning and design) and construction activities with a target construction completion date by January 2024.
