State of Hawaii DCIP FY22

Abstract

The State of Hawaii Department of Land and Natural Resources Division (DLNR) of Forestry and Wildlife is using FY22 Defense Community Infrastructure Program (DCIP) funds to undertake enhancements to local infrastructure by constructing a storage warehouse in the West Hawaii base yard. The West Hawaii base yard houses the incident command center during wildfire emergencies. Dozens of fire personnel from multiple agencies are stationed at this base yard during these emergencies, however it does not have adequate storage capacity and lacks covered spaces. Wildfire management involves many partners, as both the Army, DLNR, and Hawaii County Fire Departments are often involved in fire response and planning. Further, large quantities of materials are being exposed to the elements and are vulnerable to theft. A warehouse would enhance incident response and protect materials. This project increases program capacity by providing secured storage of infrastructure and material from the weather. This request seeks funding for the foundation, structural support, utilities, perimeter fence, and paving for the warehouse. The DCIP funds will be used to purchase a steel warehouse kit and construct the building, including utilities and other upgrades that increase response and storage capacity. This project will reduce fire risk and assist fencing actions that will secure watershed resources and improve endangered species populations. Together, this will help to relieve anticipated environmental restrictions to live-fire and maneuver training. These are key capabilities that support the National Defense Strategy for the Pacific.
