CNMI Commonwealth Port Authority Owner Agent Engineer

Abstract

The grant assists the Commonwealth Port Authority (CPA) with sustaining and enhancing the operational effectiveness, resiliency, and sustainability of the CPA intermodal infrastructure (Ports and Seaports), which are vital to sustaining the CNMI, which is paramount to the United States given the CNMI s geographic strategic location. A major and tangible benefit is the grant enables the CPA to leverage the comprehensive long range strategic intermodal study efforts. The grant enables the Commonwealth Port Authority to shift from planning and analysis to ensuring the CPA s capital improvement projects and funding are aligned, planned, designed, and constructed as sound investments that proactively take into account the evolving and emerging transportation and cargo transshipment demands (organic, recovery, and military). In addition, the grant will inform the Commonwealth Port Authority on the appropriate timing and funding mechanism to ensure the CPA s operational resiliency and responsiveness. The grant directly supports major U.S. Indo-Pacific Command (INDOPACOM) initiatives, within the Commonwealth of the Northern Mariana Islands: 1). Mariana Islands Testing and Training (MITT); 2). Pacific Air Force Divert Activities and Exercises (Divert); and 3). Commonwealth Joint Training (CJMT). These initiatives are paramount to INDOPACOM mission and operational readiness in the Western Pacific area of responsibility
