State of Connecticut Diversification

Abstract

The Connecticut Department of Community and Economic Development, leveraging its Defense Manufacturing Community designation, is proposing the Scaling Model-Based Definition program. The Scaling Model-Based Definition is the continuation of the Digital Model Initiative, which ended in August 2022. The Digital Model Initiative pilot project worked with a select group of defense manufacturing suppliers to explore the technical and workforce aspects of adopting Model-Based Definition. The Scaling Model-Based Definition project will leverage the learnings and collateral created during the Digital Model Initiative to develop additional tools required to scale digital transformation across the state to the full defense supply chain (700+ companies). In doing so, Connecticut seeks to become a national leader in Model-Based Definition adoption, strengthen its crucial defense manufacturing supply chain, and further the U.S. Department of Defense s goal to accelerate the use of technology to produce defense-related products faster, better, and cheaper to strengthen our nation s security. Connecticut s original equipment manufacturers, Electric Boat, Sikorsky, Pratt & Whitney, and Collins Aerospace and their supply chain companies, all engage in both legacy and Next Generation U.S. Department of Defense programs. Legacy programs were developed using 2D methods versus the newer 3D technologies employed in Next Gen programs. Original equipment manufacturers and their suppliers alike must close the gap between the capabilities they have and those they need to develop to remain relevant and competitive. There is a data-supported state- and national-level disparity in the technical knowledge and skilled workforce needed to meet the needs of today and those of tomorrow.
