Abstract

The Metropolitan Washington Council of Governments is undertaking a military installation resilience implementation grant with the Washington Navy Yard, Joint Base Anacostia-Bolling, U.S. Naval Research Laboratory, and Fort McNair to advance several recommendations in the recently completed Military Installation Resilience Review (MIRR). The Metropolitan Washington Council of Governments is developing a report that includes recommendations on impacts to the power, water, and telecommunications sectors. The effort also includes a Roadmap for Resilience Funding and Solutions that provides a prioritized list of projects with potential funding options. The Metropolitan Washington Council of Governments is planning a series of scenario-based workshops to assess capabilities, roles, responsibilities, and identify projects for implementation in the event of a large-scale outage of critical infrastructure. Working with the District of Columbia government and the installations, the Metropolitan Washington Council of Governments is undertaking a Collaborative Engagement Plan to further the implementation of resilience projects. These efforts contribute to understanding capabilities of the military installations and community in responding to long-term outages of critical infrastructure and services and identify a pathway for project implementation to increase resilience.
