Central Pennsylvania Defense Shipbuilding Talent Innovation Defense Ecosystem FY23 DMCSP

Abstract

As a recently designated Defense Manufacturing Community, funds under this award will be applied to make long-term investments in critical skills, facilities, research and development, and small business support in order to strengthen the national security innovation base. The Central PA Defense Shipbuilding Talent and Innovation Defense Ecosystem (TIDE) will deliver a vibrant, highly skilled submarine industrial base (SIB) workforce which is vital to strengthening our national security and US industrial competitiveness. TIDE envisions standing up a sustained SIB workforce and training ecosystem across the region by scaling the capacity and capabilities of the education and training system to train the critical defense specific skills in key occupations of machinists, skilled welders and mechatronics technicians. The TIDE consortia will also remove barriers for small and medium sized manufacturers in the SIB to deploy automation and plant floor technologies to increase production capabilities. This effort will result in outcomes that will: support the US Navy s national security goal of increasing production from one to three submarines annually; provide a sustainable pipeline of skilled defense specific talent; enhance the results of the US Navy s PA Talent Pipeline Program; increase adoption of production automation by the SIB; and increase competitiveness of the entire domestic defense industrial base.
