Abstract

Southern Indiana Development Commission (SIDC), together with other White River Military Coordination Alliance members will complete an installation resilience planning effort and a housing resiliency effort focused on identifying regional solutions to risks for the community and housing constraints surrounding NSA Crane and Lake Glendora Test Facility in Southern Indiana. The Military Installation Resilience Review program will: identify and assess the effect of projected scenarios on shared critical infrastructure, detail shared vulnerabilities outside the military installation boundaries, perform joint tabletop exercise with local and Emergency Management Personnel and Military Installation Personnel, develop a business case for each course of action and identify appropriate financing mechanisms to implement the recommendations. The Housing Resiliency Efforts will assess resilience as it pertains to housing, expand local participation in housing development, convene a housing advisory coalition, quantify the housing needs for the study area, and expand the quantity of housing developers through a program that trains small developers.
