Ellsworth AFB Mission Growth Grant 2

Abstract

The Douglas School District is proactively responding to the growth and expansion at Ellsworth Air Force Base. In August 2020, the Department of the Air Force published its B-21 Main Operating Base Environmental Impact Statement, which outlined the expected number of personnel, dependents, civilians, and contractors that would be associated with the B-21 mission and contribute to the growth of Ellsworth AFB, Box Elder, and the Douglas School District. This expansion will greatly impact the region, in particular the Douglas Schools, as current facilities are at capacity. It is imperative that the school district prepares for this influx of students, which will undoubtedly require the construction of new facilities and the possible expansion and updating of existing facilities. As of today, 1,104 students, or about 40 percent of the school districts’s student population, are military-connected. In the next 15 years, as a direct result of the base expansion, it is expected that school district s percentage of military-connected students will increase substantially. With Douglas School District s facilities already nearing or exceeding capacity and the District’s limited capital budget due to a large percentage of the district boundary being located on federal property, additional funding is needed to prepare for this exponential growth. This grant assists the District with continue evaluation of existing and future facilities needs and complete the preparation necessary to be prepared for the influx of students the district will be experiencing due to the B-21 mission. This grant supports the implementation of implement key planning efforts to serve as the foundation for future facilities and infrastructure funding and to ensure that the Douglas School District can continue to properly support the education of our military children, thus keeping faith with Airmen and their families assigned to Ellsworth Air Force Base.
