SUBASE New London Installation Resilience Grant 2
Abstract
The Southeastern Connecticut Council of Governments (SCCOG) is partnered with nine member municipalities: the Towns of Groton, Waterford, Ledyard, Montville, Preston, East Lyme, and Stonington, and the Cities of Groton, New London, and Norwich to update and expand the 2017 Joint Land Use Study to a Compatible Use Plan. The updated plan sustains a community-driven, cooperative, strategic planning and project implementation relationship among SUBASE New London, municipalities in Southeastern Connecticut, and other state and local stakeholders. Topics included in the plan are Coordinated Infrastructure (Transportation, Utilities) and Compatible Built Environments (Land Use, Housing, Thames River, Economic Development), and Collaborative Implementation and Cost Sharing. SCCOG is also working with the Town of Groton to execute a program of intensive community engagement with residents and stakeholders to identify solutions to ensure future housing is compatible and the community has input. SCCOG and the town are identifying sites for new compatible housing concepts and developing regulatory revisions to zoning and other development codes as necessary.
