Spatially-Resolved Measurement of Temperature and Species to Investigate Fuel/Air Mixing and Flame Stability in a Partially-Premixed Scramjet Combustor

Abstract

The United States Naval Research Laboratory (NRL) located in Washington, D.C. (acting through the Spacecraft Engineering Division) has agreed to being included as a resource in a proposal submitted by the University of Virginia (UV A) with offices located at University of Virginia, Charlottesville, VA. UV A is hereinafter referred to as the Proposer of a Proposal entitled "Spatially-Resolved Measurement of Temperature and Species to Investigate Fuel/Air Mixing and Flame Stability in a Partially-Premixed Scramjet Combustor" prepared for submission to the Defense Advanced Research Projects Agency (DARPA) hereinafter the "Sponsor." The Proposal is to be submitted to the DARPA Young Faculty Award program, solicitation number DARP A-RA-19-0 I. If the Proposal is accepted, NRL intends to use its best efforts to fully perform the tasks identified for it in the Proposal upon receipt of sufficient funding to cover its costs. Dr. Gabriel Goodwin will execute NRL s tasking as a Consultant to the Proposer, working for 491 hours at a rate of $182.98/hour. NRL is subject to all funding requirements and restrictions applicable to Navy Working Capital Fund activities. Whenever possible, there is a strong preference that NRL obtain its funding directly from Government sponsors under provision of the Economy Act (31 U.S.C. 1535-1536). In the event that NRL cannot be directly funded under provision of the Economy Act, NRL will use its best efforts to negotiate an agreement with Proposer pursuant to other appropriate statutory authorities under which it will perform and be compensated for its assigned tasks under the Proposal. In such a situation, NRL would be in the position of a sub-awardee of Proposer. It is anticipated that under its award from the Sponsor, Proposer may be required to "flow-down" certain contract clauses and certification requirements to sub-awardees. In that regard, it should be noted that NRL is an instrumentality of the U.S. Government and such requirements would not pertain. NRL s agreement to participate in the Proposer s Proposal to the Sponsor is not on an exclusive basis, and NRL, subject to full compliance with any Nondisclosure Agreement between NRL and the Proposer, may make its services available on an equal basis to other potential offerors.
