R/V Atlantic Explorer Ship Support for Casper East

Abstract

Project: R/V Atlantic Explorer Ship Support for CASPER East CFDA Number: 12.300 Opportunity Number: ONRBAA15-001 The Bermuda Institute of Ocean Sciences (BIOS), Inc. will provide the 170 ft. oceanographic research vessel Atlantic Explorer (IMO 8120014) under a Time Charter Agreement to the U.S. Navy Office of Naval Research (ONR) in support of their research project CASPER East during the period 01 October to 07 November 2015. Atlantic Explorer is a U.S. vessel registered in the state of New York, and operates under a Letter of Determination as an Oceanographic Research Vessel issued by the U.S. Coast Guard. BIOS is a vessel operating member of the University-National Oceanographic Laboratory System (UNOLS), and Atlantic Explorer is operated in compliance with the UNOLS Research Vessel Safety Standards, in addition to all American Bureau of Shipping, U.S. Coast Guard and International Maritime Organization requirements. During the charter period the vessel will transit from its base of operation in St. George’s Bermuda to Norfolk, VA for mobilization of the science party on 04-05 October. The cruise will commence on 06 October with a mid-cruise stop in Norfolk for provisions on or about 20 October, and then return for de-mobilization on or about 02 November. The area of operation is coastal Virginia and Maryland out to the edge of the Gulf Stream, and all within the EEZ of the United States. Upon completion of the cruise, the vessel will transit back to Bermuda. The Charter Agreement is for 38 operational days, which includes transits, mobilization and de-mobilization, in addition to the operational science days at sea. The day rate will be the same as is paid by the National Science Foundation (NSF) plus any surcharges required for fees or expenses not normally incurred by NSF. The cost of food, fuel, lubricants and other expendable supplies required for the normal operation of the vessel during the charter period are covered by the day rate. CASPER East will be a joint operation with research vessel Hugh R. Sharp operated by the University of Delaware.
