Educational Initiative program for graduate scholarships in the field of high-power RF technology

Abstract

The Directed Energy Professional Society (DEPS) offers this proposal to the Office of NavalResearch (ONR) to enhance their existing" Science, Technology, Engineering & Mathematics(STEM) efforts. DEPS is a non-profit professional society composed of scientists and""engineers, the vast majority of whose technical interests lay in directed energy (DE) areas.DEPS has supported the Office of Naval"" Research the past two years, through a basic researchgrant titled ~Educational Initiative Program~.DEPS is not an institution of"" higher learning and does not award graduate or undergraduatedegrees, nor does DEPS hire graduates to work in HEL fields. Therefore"", it is not possible forthis proposed work to be self-serving.DEPS leverages its membership to achieve its educational goals. The"" DEPS Board of Scientificand Engineering Advisors, a subset of the DEPS Fellows, evaluates candidates for the graduatescholarship"" program. DEPS members volunteer to serve as technical referees for Journal ofDirected Energy articles, and to serve on conference" program committees. These activitiessupport the proposed effort without additional cost.2. Graduate DE scholarshipsInfluencing the choice of research topics is a strong way to recruit graduate students as membersof the DE workforce. New Ph.D. graduates with research experience in DE areas form a readysupply of highly trained entry level workers. This specific proposal will target graduat"e studentsstudying in the high power RF technology area, and will cover tuition and travel costs.In the past five years, DEPS has" awarded 49 scholarships to graduate students pursuing Ph.D.degrees in science and engineering. Student research in a directed ener"gy area is a requirementfor up to $10,000 in awards, and it is primarily intended for students who are early in theirgraduate scho"ol careers. The awardees are chosen by the Board of Scientific and EngineeringAdvisors. The criteria are academic promise and perti"nence of the proposed research to DirectedEnergy. In addition, ONR will have a review cycle to make certain that the applicants res"earchareas are of interest and importance to the Office of Naval Research.3. Provide for conferences and workshops on HEL educatio"nDEPS holds an annual Directed Energy Education Workshop, co-located with the Annual DESymposium. The most recent of these Worksho"ps drew 46 attendees. The agenda includedpresentations exclusively on DE education topics. Speakers included graduate DE scholars andrepresentatives of other DE education programs. The workshop proceedings are published aspart of the Symposium proceedings. This increases the distribution of the information farbeyond the attendees. This specific proposal will include presentations at the Ed"ucationWorkshop from the graduate scholarship awards above, and will cover student~s travel costs tothe Education Workshop.
