COMMAND AND CONTROL OF THE INFORMATION ENVIRONMENT (C2 OF IE): UNDERSTANDING THE SOCIAL AND TECHNICAL ASPECTS OF IE IN HYBRID WARFARE AND COPMLEX OPERATIONS
Abstract
This three-year grant proposal seeks to develop new capabilities in understanding non-state actors~command and control of the infor"mation environment (C2 of IE) in complex, hybrid operations by defining, identifying and modeling non-state actor behavior and dynam""ics in European conflicts over the past 20 years. It employs a mixed-method, interdisciplinary methodology that combines subject mat"ter expertise with social science and technical analysis. This time frame aligns with the end of the Cold War and the advent of said conflicts and groups. The objectives are to: (1) conductoriginal research on social and technical innovations on complex operation"s that combine existing tools and models in novel ways to assess non-state actors~ behavior, organizational structure, patterns of c"ooperation and use of technology; (2) determine which governance or other metrics correlate to their structural shifts and tactics;" (3) study and document developments (social, technical and military) in hybrid warfare and its impact on C2 of IE; (4) develop new"" approachesto countering hybrid warfare; and (5) identify how connections, social, technical innovationsimpact populations, societ"y and military affairs. This requires analysis and modeling of their communication patterns and cyber capabilities in both traditional and irregular / hybrid / complex operations. This approach combines a macro-level assessment to identify patterns with micro-leve"l analyses to cull new insights and provide understanding of the tactics, techniques, and procedures required to thwart disruptive e"fforts that have had cascading effects on regional and internationalsecurity and stability.
