Assessment of U.S. and International Ocean Science and Technology Capabilities of Naval Relevance

Abstract

The ocean covers 70 percent of our planet and is integrally connected to our health and wellbeing, weather and climate, and economy."" The ocean~and, importantly, an increased understanding of the ocean~is also critical for national and homeland security. It is the"" complex and changing environment in which the Navy operates, and the Navy must leverage multi-sector resources in understanding and" monitoring the ocean. The Consortium for Ocean Leadership(COL) proposes a project to assess academic and industrial ocean science" and technology capabilities in the U.S., as well as an analysis of international ocean science and technology capabilities and rete""ntion of graduate education investment in the U.S. To accomplish this project, COL will predominantly draw on its membership of more"" than 90 ocean science and technology institutions, including universities, academic research institutions and laboratories, and ind""ustry, to collect data. In addition to providing the Office of Naval Research and the Navy with information to guide ocean science r""elated decisions and investment at disciplinary and regional levels, this project will demonstrate the value of the broader ocean sc"ience community to the Navy and to national and homeland security.
