Oregon State University Ship Time, Marine Technician, and Van Pool Support of ONR funded Oceanographic Research 2019 2023

Abstract

The R/V Oceanus is an Intermediate Class Research Vessel owned by the National Science Foundation (NSF) and operated by Oregon State University (OSU) under a Cooperative Agreement with NSF. Day rates (Operating Day and Home Port Day Rate for mob/demob), based on the ships schedule for a calendar year and the anticipated costs of operating the vessel for the year, are negotiated with NSF early in the year. These rates will be used to determine the cost of ONR use of the vessel. The technician pool, in a manner similar to that for the ship, determines a day rate for each year for technician support of work on the Oceanus. This rate applies to all operating and home port mob/demob days. These rates are negotiated in a process similar to that for ship costs. The daily costs of vans in the West Coast Van Pool are estimated based on use and costs and used to determine NSF funding of the pool. NSF users are not charged but other users, including those funded by ONR, are charged in accordance with the NSF guidance in OSU’s grant with NSF. Van costs for ONR funded projects using vans from the pool are paid though this grant request.
