Tracking Agility: Extracting Innovation Metrics and Insights from Report Document Records

Abstract

Tracking Agility: Extracting Innovation Metrics and Insights from Report Document RecordsThis project will study reports produced by funded research projects collected by NavalX. A key challenge is to understand the impact of new innovation programs. These programs produce documents and use metrics to understand activity, but older reports do not do so explicitly. The investigators will create a tool to help understand technology development in reports that can work on both newer and older documents (with less self-reported information and metadata). This comparison is crucial for program evaluation and future planning and development. Using supervised machine learning, the investigators will develop a system that will 1) discern features in reports that may be predictors of the later adoption of the technologies described in reports; 2) provide a more nuanced understanding of technology readiness to help complement the self-reportedTechnology Readiness Level (TRL); 3) provide a way to measure the impact of novel programs by assessing newer and older reports using 1) and 2).
