Longhorn Cybersecurity Research and Training Program
Abstract
The Telecommunication and Information Technology sector in Vietnam has grown very fast in the recent years, leading to a greater demand for highly qualified technicians and engineers. This demand poses new challenges for the Vietnamese research and higher education system in the information and communications fields, in which Hanoi University of Science and Technology (HUST) plays an important role. In order for the Vietnamese research and education system to meet new requirements in information and communications technology, there needs to be an improvement in research quality. Bearing that in mind, since the 1st International Conference on Communications and Electronics (ICCE) in 2006, ICCE has become a reputable bi-annual international conference series in the scientific community, especially in the areas of Electronics and Communications. The conference received highly-valued domestic and international feedback regarding the conference planning, quality, and application level. This time, the Eighth International Conference on Communications and Electronics 2020 (ICCE 2020 - http://ieee-icce.org/) will take place from July 15th to July 17th in 2020 in Phu Quoc island, Vietnam and has several objectives: • To provide an open scientific forum for international scientists to exchange ideas. The conference will encourage scientists, especially Vietnamese young scientists, to carry on their research and keep up with the state-of-the art technologies. • To initiate research collaboration between Vietnamese academic institutions and institutions in other countries, especially between Vietnam and US research institutions. From June 2009 the Vietnamese Ministry of Science and Technology and the Office of Naval Research, US initiated mutual collaborations by exchange programs, support of international conferences and small research projects. The staff mobility as well as research topics will be the basis for a sustainable development on the areas of electronics and communication engineering. • To encourage PhD students to work harder to approach international standards by connecting the conference proceedings with some prestigious journals The past ICCE conferences were financially co-sponsored by the Office of Naval Research Global, the Air Force Office of Scientific Research, and U. S. Army RDECOM that is now under the Combat Capabilities Development Command (CCDC). This time, ICCE 2020 continues receiving strong support from US professional bodies. It is technically sponsored by IEEE, IEEE Photonics Society, and IEEE Communications Society Vietnam Chapter. In addition, US professors will be playing an active role at ICCE 2020 by participating in the General co-chairs, the Technical Program Committee. Specifically, in ICCE 2020, three academics from the Naval Information Warfare Center will be giving invited talks at three different technical sessions: - Dr. Alexandru Hening – Scientist of Advanced Photonic Technologies - Dr. Joanna Ptasinski, Head of Cryogenic Electronics & Quantum Research Branch - Dr. Adi Bulsara, - Senior Research Scientist for Nonlinear Dynamics Naval Information Warfare Command. In fact, in our every past conference, we received around 300 submissions of which we accepted 45%. The organizers actually run a non-profit policy to financially support many local young researchers to have chances to attend an international prestigious conference at low cost in our very country. That policy in turn may make us run out of our budget to cover them all since the number of local participants is estimated about 40% of the total participants. We are, therefore, writing this proposal to ask for a financial support of the Office of Naval Research Global and the Air Force Office of Scientific Research to help covering partly publication expenses, and to assist in registration for local students and researchers.
