ALMMII - Pilot DOD Mentor Protege Program-Manufacturing Innovation Institute (MPP-MII) Partnership I
Abstract
The purpose of this proposal is to outline an approach to enhance the Defense Industrial Base small business community?s manufacturi,ng capability and economic competitiveness, while strengthening the Defense Industrial Bases supply chain resilience.As a mission dr,iven technology accelerator fueled by the quest to solve the Department of Defense?s most vexing problems through technology and tal,ent innovation, LIFT has a proven strategy for managing highly effective programs designed to expand United States Defense Industria,l Base (DIB) capabilities. Manufacturing is a critical component of the country?s economic competitiveness and industrial power. To, expand the production capabilities of the DIB and hyper-focus on integrating innovation into our production lines, having cost-effe,ctive access to manufacturing capability is essential. Doing so would enable more trusted supply chains and lessen reliance on fore,ign products. Technology areas where the speed and acceleration of innovation are significant competitive factors, such barriers to,entry can become truly prohibitive for small disadvantaged businesses. Overcoming regulatory hurdles associated with government pro,curement processes can translate into a competitive disadvantage when pursuing government procurements where flexibility and respons,iveness are determinants of success when competing in dynamic environments. Public institutions, government agencies, not-for-profi,t organizations, and private-sector companies must rally to improve and expand outreach delivery mechanisms so that they reach small, disadvantaged firms that have the capability to participate in resolving highly complex supply chain and diminishing DIB concerns.,The DOD Pilot MPP-MII Partnership Initiative, proposed here, will focus on developing small business to participate in the Defense I,ndustrial Base through strategic pairings with Mentor firms, who are encumbent Tier 1 defense suppliers, focused on developing prot?,g? relationships with small businesses for defense supply chain diversification, equity, and inclusion, resulting in a more resilien,t and secure DIB.
