Providing Capacity Metrics for NavalX Technology Development Ecosystems

Abstract

Approved for Public ReleaseNavalX Tech Bridges aim to increase collaboration, knowledge sharing, and innovation in their regions byaccelerating work across sectors. Tech Bridges engage their regional landscapes of business, academic, and government organizationsto broker regional technology development partners. By building relationships, Tech Bridges not only create productive partnerships, but they also seek to increase the overall regional capacity to innovate and deliver technology. This project builds on previous work, Phase 1 by Simeone and Rittschof (Tracking Agility, NEPTUNE 2020-2022), in which the project team used a pair of site tests at North West Tech Bridges (NWTB) and Southern California Tech Bridges (SCTB). During the tenure of that award, the team created two interconnected, secure web applications that 1) collect data and 2) analyze and present results on the relational and technological ecosystem. The total system is called the Innovation Ecosystem Instrument (IEI). For Phase II, we propose to refine and expand the previous IEI system to: 1) Increase compliance response with Tech Bridges Director involvement; 2) Refine network metrics by validatingon additional time frames at NWTB; 3) Expand the application to a) create reports on identified NavalX Tech Bridges nationally, andb) include deidentified LinkedIn profile user skills and professional relationships; 4) Provide an option to customize the metrics to the specific missions and contexts of individual Tech Bridges; and 5) Deploy the refined and expanded application on at minimum one more Tech Bridges site, Crane, Indiana.
