Abstract
APPROVED FOR PUBLIC RELEASEPROJECT ABSTRACTResilient Innovative Sustainable Economies via University Partnerships (RISE-UP)ResearchProblem and ObjectivesSince 2022, Alaska, Hawai i, and Rhode Island have recognized the need to strengthen their innovationeconomies to ensure sustainable growth, especially considering their strategic national defenseimportance as well as physical and economic isolation. The primary research problem is to enhance theirinnovation economies through university-industry-government partnerships.Energy, defense, and the blue economy are vital to the states futures. Alaska, Hawai i, and Rhode Island sunique characteristics andstrategic advantages make them focal points of RISE-UP s programs. Theproject aligns with the Navy s mission of preserving economicprosperity and keeping the seas open andfree. By fostering technology development in strategic geographies, RISE-UP enhances economicresilience and develops a workforce ready to tackle complex military challenges.The objectives include:# Strengthening historical core RISE-UP programs at the University of Hawai i Manoa, Universityof Alaska Fairbanks, and University of Rhode Island.# "Hacking4X" - a problem-solving class for students to acquire innovation skills.# Faculty Fellows - promoting entrepreneurial mindset in teaching and research.# Patents2Products - a year-round fellowship program to support entrepreneurialaspirations.# Ideation Studio - helping innovators develop innovative solutions.# Exploring the viability of a tri-state mentorship and testbed network to support startup ventures.# Cultivating an inclusive innovation ecosystem.# Fostering collaboration among academia, communities, and industries.# Expanding technology research, development, and commercialization.Anticipated short and long-term outcomes of this project include:#Increased number of startup companies.# Deployment of venture capital.# Creation of high-quality jobs.# Enhanced competitiveness for high-tech federal grants.# Improved economic and social resilience in isolated and islanded states.
