Abstract
Alaska, Hawaii, and Rhode Island are relatively isolated and islanded states that are highly dependent on imports and surrounded bymuch stronger economic competitors. The risk of turmoil in these states# precarious economies is heightened because of the strategic national defense importance they possess. Any sustainable solution for these states will include expansion of their innovation economies. Partnerships between these states# public universities and industry, government, community organizations, and residents is critical to prioritizing the relevant problem-sets and creating the right teams to develop solutions.Since 2022, Alaska, Hawaii, and Rhode Island have been collaborating through their public universities to build Resilient Innovative Sustainable Economies via University Partnerships (RISE-UP). This existing partnership will be used to strengthen and expand the RISE-UP foundational programs and resources. The University of Alaska Fairbanks (UAF), the University of Hawaii (UH) and the University of Rhode Island (URI) are working with industry, communities, and state and federal government agencies in their respective states to build its innovation economy. With an emphasis on energy and marine technologies, the universities are leveraging their complementary technical expertise todevelop and commercialize scalable technologies and build a workforce for industries of the future. The RISE-UP Initiative is building strong networks within and between Hawaii, Alaska and Rhode Island that can be leveraged for national defense, educational, andeconomic means.RISE-UP focuses on experiential education and cross-disciplinary training in innovation and entrepreneurship to cultivate an environment committed to supporting the next generation of innovators and entrepreneurs to strengthen interdisciplinary collaboration and knowledge sharing in these strategic areas, while building relevant skills surrounding technology and business development. Energy, defense, and the blue economy are particularly vital to each state#s future.
