Community Assessment
Abstract
America#s adversaries and those seeking to undermine the U.S. military often employ operations in the information environment. From propaganda to disinformation to recruitment such activities are often difficult to identify, let-alone counter. To date, mitigation often relies on either astute individual analysts processing by hand thousands of posts, ot using simple technologies operating at the single message level that assess sentiment and trending topics.Improving the ability to understand and operate in the information environment is critical to the DoD#s mission. As noted in the 2023 Department of Defense (DoD) Strategy for Operations in the Information Environment - #Effective application of informational power must be more broadly understood and deliberately incorporated into the full range of DoD strategies and operations, activities, and investments (OAIs) to support the advancement of national interests across the diplomatic, information, military, and economic instrumentsof national power in support of specific defense policy objectives.# The DoD need for understanding and operating in the information environment goes beyond disinformation and impacts on the individual.The objective of this effort is to improve the assessment of information operations by enabling multi-modality analytics for identifying, and countering information operations at the community level and testing these in diverse scenarios for diverse platforms. In doing so, we build on and incorporate recent work on disinformation and that on influence at the individual level. This overarching objective includes three secondary objectives: create and test new community level procedures for assessing information operations, expand the omen technology for training and assessment of information operations to encompass community level activity, and to develop new scenarios in which these new technique and procedures can be reviewed and tested.
