Alaska Regional Collaboration for Technology Innovation and Commercialization III (ARCTIC III)

Abstract

The Alaska Regional Collaboration for Technology Innovation and Commercialization (ARCTIC) program is a capacity-building program designed to support the Navy#s needs for public-private partnerships that promote commerce and collaboration between Alaska and the Arctic and Pacific regions, centered on energy systems and resiliency research. Through the ARCTIC program, the Office of Naval Research has supported world-class, U.S.-based energy research and talent development that drives economic diversification and regional resilience in Alaska, strengthening our country#s position in the Arctic region. Resilience Research, Modeling Observations and Data, Technology Testing and Implementation, Education and Workforce Development, and Innovation Economy Development are the foundational activities of the ARCTIC program. Through these activities, the ARCTIC program seeks to develop partnerships within Alaska and across the Arctic and Pacific regions to enable the open exchange of technologyadvancements and educational opportunities.Work under this third iteration, ARCTIC III, is divided into five foundational activities: Resiliency Research; Modeling Observations and Data; Education and Workforce Development; Technology Innovation and Implementation and; Innovation Economy. Within each of these foundational activities, there are multiple subtasks. Underlying these activities is a Program Support task that includes program management,communication, and travel. Work and budget for each of these activities are not equally divided, nor are the activities meant to berigidly defined. Rather, reflecting the fundamental focus of the ARCTIC III program on applied research and research activities constitute the bulk of the work and will involve significant cross-collaborations among activities, with the possibility of work migrating through the activities with time (e.g. technology maturation). The core leadership team is comprised of five organizations, three of which are within the University of Alaska (UA) system: the Alaska Center for Energy and Power (ACEP), the Center for Innovation, Commercialization, and Entrepreneurship (Center ICE), and the University of Alaska Anchorage Center for Economic Development (CED). The two external partner organizations are Renewable Energy Alaska Project (REAP) and Launch Alaska.
