Naval STEM External Evaluation

Abstract

STEM Innovations LLC will develop and execute a 3-year evaluation of the implementation of Naval STEM Strategic Plan in partnershipwith Naval STEM. This will be a comprehensive evaluation that will examine Naval STEM#s progress toward achieving goals, objectives, and expected outcomes. The evaluation will combine rigorous process and product evaluation methods aligned with the CIPP (Context > Input > Process > Product [Outcome]) Evaluation cyclical model for continuous improvement. The first step will be to utilize the Naval STEM Strategic Plan to determine both Context and Input for the evaluation. This will include determining mission, goals, stakeholders, as well as needs and assets. The Process evaluation will entail an examination of the Evaluation Questions that we present in draft format in this proposal. In the Process evaluation, there will be data collection and analysis, as well as monitoring, documenting, and assessing Naval STEM programs. Finally, the Product evaluation will include the findings relative to the Evaluation Questions which informs the annual determination of progress toward the established goals and objectives of the Naval STEM Strategic Plan. Findings from the Process and Product evaluations conducted in this project will feed back into evaluation system to support Naval STEM in adjusting Context (needs, problems, assets, and resources) and Inputs (mission, goals, stakeholders, and budget).
