European Trilateral Track 2 Nuclear Dialogue

Abstract

The Center for Strategic and International Studies (CSIS) and its International Security Program (ISP) propose to execute a European Trilateral Track 2 Nuclear Dialogue. This project will involve “Track 2” nuclear dialogues between high-level nuclear experts from the United States, United Kingdom and France. The objectives of the project are to promote trilateral understanding on nuclear issues, enhance scholarship on the emerging challenges faced by these long-critical allies, and provide insight to policymakers, experts, and the public about the evolving nature and future of the P-3 partnership. The dialogue will feature three total meetings with one in each participating nation’s capital (preliminarily, an April meeting in London, a July meeting in Paris, and a November meeting in Washington, DC). These meetings will result in a “consensus statement” signed by the dialogue’s Track 2 participants and an analytic report summarizing the results of the dialogue, namely the analysis of the qualitative differences and concurrences between the P-3 partners. The project will be led by Clark Murdock, Senior Adviser at CSIS, and Frank Miller, Non-Resident Senior Adviser at CSIS. Rebecca Hersman, Senior Adviser at CSIS, will serve as co-chair with Frank Miller for the final two meetings of the series from April-November 2015.
