Preparing for the next WMD elimination mission lessons learned from past experiences

Abstract

Research Opportunity: Project on Advanced Systems and Concepts for Countering WMD Title of Proposal: Preparing for the next WMD elimination mission - lessons learned from past experiences In recent decades, the United States has had multiple opportunities to participate in eliminating nuclear, biological, and chemical weapons threats, including weapons, materials, and infrastructure, and redirecting associated expertise. Most of these opportunities arose unexpectedly, and if past experience is any guide, similar opportunities are likely to manifest in future. To date, the United States and its international partners have repeatedly reinvented the wheel instead of learning and integrating lessons from prior efforts. The objective of the proposed project is to better prepare for future WMD elimination missions. The project would comprehensively analyze key strategic, diplomatic, legal, technical, interagency and intra-governmental aspects of WMD elimination, fleshing out lessons learned from past WMD elimination cases. The project would shed light on the challenges of and possible solutions for securing, accounting for, and verifiably eliminating, or at least ameliorating, WMD threats. Understanding past efforts, including both successes and challenges will facilitate better insights and integration of lessons learned to enhance the ability of the US government, as well as allied and partner countries, international organizations, to develop better strategies to dissuade countries from developing WMD programs or induce them to participate in cooperative disarmament efforts. The published project report would give potential partners, whether government, non-government, a better understanding of the role they can play in future disarmament efforts. It may also give current WMD possessors a better understanding how WMD elimination process works, bringing more predictability and less misunderstanding into future missions. Last, the project will contribute to and stimulate academic scholarly debate on the key-elements of WMD elimination.
