Scoping Study of a U.S. Israel Strategic Dialogue

Abstract

Research Opportunity: Project on Advanced Systems and Concepts for Countering WMD Title of Proposal: Scoping Study of a U.S.-Israel Strategic Dialogue The proposed study will evaluate the feasibility and scope of a future track 1.5 strategic dialogue between the United States and Israel. The study aims to: (1) determine whether a U.S.-Israel track 1.5 strategic dialogue is both desirable and feasible within the 2016 timeframe; (2) identify discussion topics on emerging security issues of mutual concern; and (3) recommend a set of goals, modalities, and potential participants from the United States and Israel for a future dialogue at the track 1.5 level. A track 1.5 strategic dialogue would involve non-government experts and government officials participating in a personal capacity from both countries. A comprehensive report of key findings and recommendations will be developed by the Monterey Institute s James Martin Center for Nonproliferation Studies (CNS) based on in-depth consultations with key stakeholders in the United States and Israel. This effort will build on the experience of a previous track two (unofficial) dialogues between the United States and Israel, and complement the semi-annual U.S.-Israel track I (official) strategic dialogue by helping to identify and clarify items for sustained bilateral security cooperation. The study will build greater understanding between the United States and Israel of the current drivers of instability and uncertainty in the Middle East and promote sustained progress in countering WMD, nonproliferation, and addressing common security challenges in the region. Informal consultations with both current and former U.S. and Israeli government officials, as well as non-government experts, will foster a more open exchange to help identify discussion topics on emerging security issues of mutual concern in preparation for or in support of formal talks.
