Assessing the Implications of Advances in Science and Technology for the Biological Weapons

Abstract

To inform the deliberations of the 8th Review Conference of the Biological Weapons Convention (BWC) in 2016, the Board on Life Sciences of the National Academies of Sciences, Engineering, and Medicine will build upon activities it has carried out in cooperation with international partners to provide independent input on developments in relevant areas of science and technology (S&T). In this project, an ad hoc committee will assess the implications of continuing rapid advances in S&T for the future operation of the Convention, including both potential emerging threats and developments that could support effective implementation. The project will draw upon information and assessments accumulated during the 2012-2015 BWC intersessional period, including those supported by PASCC awards to the NRC, as well as from the wider S&T literature. One key data-gathering effort will be an international symposium to bring together researchers involved in areas of particular interest for the BWC with government technical experts who can help analyze the implications of these developments. The symposium is expected to be organized under the lead of the Royal Society and held at the Polish Academy of Sciences in Warsaw, Poland. In collaboration with NRC and Royal Society staff, the committee will refine the specific topics to be reviewed, select the speakers and attendees, and produce a report.
