US Singapore-Malaysia Indonesia Multilateral diaglogue or Biosecurity

Abstract

Building from the successful 2014 US-Singapore biosecurity dialogue, the UPMC Center for Health Security will expand the framework into a Track II multilateral dialogue, adding Malaysia and Indonesia to the US-Singapore contingent. A biosecurity dialogue between these four countries would be of great value in addressing regional risks related to deliberate or accidental misuse of biological materials, dual use science, and infectious disease outbreaks that pose security threats. The Center proposes to convene 2 two-day meetings during the multi-lateral dialogue - one hosted in Washington, DC and the second one in Kuala Lumpur, Malaysia. Each meeting will bring together influential policymakers, security experts, and scientists. The first session will be devoted to discussing historic views and current perceptions of the nature of the biological threat in each country; dual use research of concern; and lessons learned in building a biosecurity and biosafety culture in Southeast Asia and in the US. During the second meeting, participants will address strategies to collectively strengthen regional prevention of biological weapons use, as well as practical approaches to increase biosecurity and biosafety in relation to a range of biological threats.
