Strengthening Selected Military Health Systems with DHAPP for PEPFAR and Defense Health Program Supported countries with Customized Medical Supplies, Medical and Care-Other Health Systems Strengthenin

Abstract

Project C.U.R.E. -the largest nonprofit organization in the world that provides customized, donated medical supplies, medical equipment, and related program services, such as needs assessments, post assessments, and Monitoring & Evaluation surveys-is interested in continuing its partnership with DHAPP to provide HIV/AIDS focused medical supplies and medical equipment in DHAPP prioritized partnership countries. During the last four years, Project C.U.R.E. has partnered with DHAPP in 22 of the approximate 82 developing countries to improve health care infrastructure, to strengthen health care systems, and to save lives. Preventing, treating, and caring for HIV/AIDS, in partnership with militaries of foreign countries in PEPFAR funded countries, is an important DHAPP goal. Health care collaboration between medical military institutions, such as USG and PEPFAR funded sites in developing nations, achieve a number of benefits, including maximizing health impacts, saving costs, increasing understanding of HIV/AIDS, and treating a high-risk population. An integral component of this strategy involves empowering and equipping medical military personnel and military health systems in PEPFAR funded nations with customized, donated medical supplies and medical equipment. The strategy should emphasize related program services, such as onsite needs assessments, post assessments, and Monitoring & Evaluation surveys. Project C.U.R.E. is uniquely positioned to help DHAPP fight against HIV/AIDS through its technical medical supply expertise and monitoring and evaluation program support. Project C.U.R.E. will partner with DHAPP to provide HIV/AIDS focused, donated medical supplies and medical equipment from storage locations in the USA to the front door of the targeted medical facilities. The types of medical supplies will include items such as dressings, gauze, IV tubing, hospital beds dental equipment, clinic furniture, vital sign monitors, exam tables, stethoscopes, otoscopes, lab equipment, centrifuges, EGK monitors, and other equipment based on an onsite needs assessment. Project C.U.R.E. would conduct on site needs assessments, onsite post assessments, and Monitoring & Evaluation surveys to ensure that all of the types and quantities of medical supplies and equipment are customized and tailored per the healthcare team s request. The post assessments and the Monitoring & Evaluation surveys will ensure that the medical supplies and equipment are being used according to the World Health Organization standards to reduce corruption, theft, and misuse. DHAPP, Project C.U.R.E., and the designated medical military institutions in prioritized countries shall cooperate in the following priority objectives: contribute to capacity building of hospital and health centers; improve and strengthen health equipment and medical equipment maintenance within the communities; help increase access for vulnerable populations to health services within hospitals and clinics, and improve the quality of health care and treatment in hospitals and clinics. A partnership between DHAPP and Project C.U.R.E. Produces multiple benefits, including sustainability, cost-effectiveness, and reliable experience that will strengthen health care systems in the priority countries. Health care facilities that work with Project C.U.R.E. become more self-sufficient and sustainable by redirecting funds that would have been used to purchase medical supplies and equipment towards hiring more staff, purchasing medicines, and making vital investments in the future of their clinic. This is a cost-effective partnership because for every dollar a partner donates to Project C.U.R.E., approximately $20 of medical supplies and equipment are provided.
