HIV Prevention, HBHC Care, Testing and counseling, Strategic Information and Lab Capacity Development in Chad
Abstract
In 2013, an estimated 69% of all people living with HIV resided in sub-Saharan Africa, approximately 23.5 million people. Since 1998, AIDS has claimed at least one million lives annually in this region. Globally, the most dramatic increases in antiretroviral therapy coverage have occurred in sub-Saharan Africa, with a 20% increase between 2009 and 2010 alone. The UNAIDS 90-90-90 target to end the AIDS epidemic relies on a three-part strategy: diagnosing new and unknown infections, ensuring sustained antiretroviral therapy of all people diagnosed with HIV, and ensuring viral suppression of all people receiving antiretroviral therapy. In order to move toward this target, the overall goal of this proposal is to strengthen HIV/AIDS prevention, diagnosis, care, and treatment in the military of Chad. Since 2000, Metabiota has supported Central African militaries in the development of HIV surveillance and prevention programs that have provided information on HIV populations. Metabiota will work with the Chad military, called Armee Nationale du Tchad (ANT) with support from the U.S Department of Defense HIV/AIDS Prevention Program (DHAPP), to promote control of the HIV epidemic by reinforcing the military HIV testing and counseling (HC) services and assisting them to strengthen linkages to care and treatment, reducing the vulnerability of the military in Chad, and their family members, to HIV transmission. The program goal is to work with the AN to identify new infections, link PLHIV into care and treatment where they will receive PHDP and ART support. Specific program objectives are to: 1. Increase military personnel skill set using evidence-based prevention and treatment referral strategies and condom distribution to help military and their families prevent the spread of HIV; 2. Support Chad military to develop and strengthen local health systems related to HIV testing (HC_TST), and linkages to care and support within the military community; 3. Reinforce Positive health dignity, and prevention (PHDP)strategies in military settings to reduce stigma and discrimination against people living with HIV (PLHIV); 4. Reinforce the military s strategic planning and integration of strategic information to improve HIV prevention, PHDP, care & treatment linkages, and testing activities; and 5. Reinforce the military s HIV laboratory capacity to improve testing of HIV, other STIs and TB, and clinical monitoring (CD4 count and viral load) of PLHIV newly enrolled in care.
