HIV Prevention Program for FALENIL-Forcas Defesa de Timor-Leste

Abstract

Timor-Leste is assessed to have a non-generalized, low-level epidemic, with a national HIV prevalence of around 0.18%. The main course of transmission is unprotected heterosexual contact, but also includes men having sex with men, injection drug users, and perinatal and blood transmission. Studies have shown that there is a low level of condom use and awareness about HIV/AIDS transmission amount the population in Timor-Leste. This project is designed to expand on the achievements of Phases I-III of the DHAPP-funded HIV prevention program that CWS has been implementing in Timor-Leste since 2010. The goal of the proposed program continuation is to reduce the vulnerability of FALENIL-Forcas Defesa de Timor-Leste (F-FDTL) personnel, their families, and their neighboring communities to HIV transmission by continuing to focus on prevention, strengthened HIV Testing and Counseling (HTC) services and care for PLHIV. The four specific objectives of the program are to develop further and strengthen the F-FDTL s health system in relation to HIV prevention, care and support; to improve HTC services within the military.; to increase awareness and knowledge among F-FDTL personnel and their family members and HIV and AIDS; and to increase the role of F-FDTL personnel and leadership in reducing stigma and discrimination against PLHIV. CWS is confident in the proposition to contribute further to the improvement and increased coverage of strategic HIV prevention programs due to its existing and increased coverage of strategic HIV prevention programs due to its existing expertise and experience in the field and location site. Moreover, the strong partnership between CWS, F-FDTL and the national Ministry of Health will aid the implementation and success of the proposed project.
