Strenghtening the Indonesian Military Response to HIV, Phase IV

Abstract

Family Health International (FHI 360) continued collaboration with the Zambia Defense Force, Ministry of Health and Ministry of Community Development, Mother and Child Health to scale-up delivery of a comprehensive package of HIV/AIDS services in 43 Zambia Defense Force Medical Service facilities in seven provinces. The project activities were designed as an extension of those begun under the three-year Zambia Defense Force Prevention Care and Treatment (ZDFPCT) project. Goal: FHI 360 built on the solid foundation laid during the ZDFPCT project and the existing collaboration between the U.S. Department of Defense and the Government of the Republic of Zambia to support the Zambia Defense Force to meet the government’s goal of “a nation free from the threat of HIV and AIDS” through expansion and scale-up of quality HIV/AIDS services provided within Zambia Defense Force medical facilities. Objectives: 1. To strengthen and scale up HIV/AIDS prevention, care and treatment services in 43 Zambia Defense Force medical facilities by January 2016; 2. To provide a comprehensive HIV/AIDS service package that includes strengthening of the laboratory and pharmacy support services and networks within 43 Zambia Defense Force medical facilities by January 2016; and 3. To increase the capacity of the Defense Force Medical Service management unit to conduct and manage HIV/AIDS technical functions in a sustainable manner by Jan. 2016. Strategic Approach: ZDFPCT II improved the availability and quality of the following services at target health facilities: HIV counseling and testing, elimination of mother-to-child transmission of HIV, early infant diagnosis for HIV-exposed newborns, HIV/AIDS clinical care, pediatric and adult antiretroviral therapy; voluntary medical male circumcision; and integrated family planning and HIV services. Activities included: o Strengthening human resource capacity to improve quality of HIV and HIV-related services o In-service training and on-site mentoring for HIV clinical service providers o Training lay volunteers to conduct client education and promote adherence to treatment o In-service training and on-site mentoring of laboratory and pharmacy staff o Implementation of quality assurance /quality improvement system for healthcare worker (HCW) self-assessment • Facility readiness for provision of HIV and HIV-related services o Procurement of medical equipment for diagnosis and management of HIV and HIV related conditions o Procurement of lab equipment, such as CD4 machines • Monitoring and evaluation of program impact o Use of quality assurance /quality improvement system to measure quality of services against performance standards o Training of healthcare workers in data collection and management o Collection, analysis and reporting of facility-level data to inform Zambia Defense Force HIV program approach.
