Trends in Performance Based Contracting
Abstract
The Center for Public Policy and Private Enterprise, at the University of Maryland, proposes to conduct a study of the trends in performance-based contracting. Performance-based contracting is a proven strategy that aligns the objective of the contractor with that of the government customer, and can reduce the cost, and improve the quality of, the procured service. Rather than specify inputs, the buyer stipulates a level of performance that the contractor is then obligated to meet, or exceed. The proposed study seeks to capture trends in performance-based service contracting over the last 15 years. The objective of this research is to identify ways for government to improve how performance-based contracts are written and executed. During this time, as the nation’s looks for ways to increase economic growth and reduce budgetary deficits, identifying ways to increase the use, and improve the implementation of performance-based contracts could promote the competitiveness of U.S. firms, grow the national economy, and enhance national security. The study will include analysis of federal procurement data system (FPDS) records, along with several in-depth case studies.
