US-Singapore Malaysia-Indonesia Multicultural Dialogue on Biosecurity-Yr2

Abstract

The UPMC Center for Health Security proposes to continue its current Track II multilateral biosecurity dialogue between the US, Singapore, Malaysia, and Indonesia into a second year. This proposed Year 2 of the multilateral biosecurity dialogue aims to address risks related to deliberate misuse of biological materials, biosecurity and biosafety vulnerabilities at high containment laboratories, security issues posed by dual-use science, and destabilizing infectious disease outbreaks. Biosecurity risks in Southeast Asia continue to grow, due to emerging zoonoses at the human-animal-ecosystem interface, changing climates, terrorist activity, and porous borders. The proposed 2016 dialogue would allow for more in-depth and candid discussions between participants, which could lead to increased regional coordination on biosecurity threats in Southeast Asia. Our methodology involves convening for the dialogue a select number of participants from each country, including policymakers, thought-leaders,former high-level government officials, security experts, and scientists. This project will have distinct benefits to the public. The findings from this dialogue will be published to inform US and global leaders about ongoing and emerging biosecurity issues, practices for addressing a range of biosecurity threats, and priorities for developing better regional prevention and response mechanisms to protect the public from intentional, accidental, and naturally occurring biological threats.
