Assessing the Implications of Trends in Science and Technology Relevant to the Chemical Weapons Convention

Abstract

On behalf of the Organization for the Prohibition of Chemical Weapons (OPCW) and in collaboration with the International Union of Pure and Applied Chemistry (IUPAC), the U.S. National Academies of Sciences, Engineering, and Medicine will review trends in science and technology (S&T) relevant to the Chemical Weapons Convention (CWC) and assess their implications for the future operation of the Convention, including potential emerging threats and developments that could affect effective implementation. A key data-gathering effort will be an international symposium that brings together subject matter and policy experts from academia, industry and government to consider recent advances and analyze their implications for the Convention. The resulting report will summarize the scientific and technical discussions and provide an analysis of these topics in the context of the CWC. It will provide crucial input from the international scientific community to inform deliberations of the 4th CWC Review Conference in 2018. The report of this workshop will be valuable because any modifications made to the CWC during the review conference could result in changes to the global mechanisms to support non-proliferation, including items such as modifications of lists of controlled chemicals and equipment, support for international cooperative activities, and availability of educational materials and programs for professionals and the public.
