European Trilateral Track II Nuclear Dialogue

Abstract

The Center for Strategic and International Studies (CSIS), International Security Program (ISP), propose to complement the efforts of the Naval Postgraduate School (NPS) and its Center on Contemporary Conflict (CCC) by providing a European Trilateral Track 2 Nuclear Dialogue. This project will provide for the continuation of a proven, six-year series of “Track 2” nuclear dialogues among high-level nuclear experts from the United States, United Kingdom, and France, featuring senior participation by government officials to complement the dialogue. The objectives of the project are to promote trilateral understanding on nuclear issues; enhance scholarship on the emerging challenges faced by these long-critical allies; and provide insight to policymakers, experts, and the public about the evolving nature and future of the P-3 partnership. The dialogue will feature two total meetings in one calendar year, with one meeting taking place in London in April and the second taking place in Washington, D.C. in November. These meetings will result in at least one “consensus statement” signed by the dialogue’s Track 2 participants (depending on dialogue demand) and chair summaries to be shared within the group and with relevant government officials designed to supplement the public facing consensus statement. The project will be led by Rebecca Hersman, Senior Adviser at CSIS, and Frank Miller, Non-Resident Senior Adviser at CSIS.
