ZAMBIA DEFENSE FORCE VOLUNTARY MEDICAL MALE CIRCUMCISION

Abstract

Population Services International (PSI) and its partner, Society for Family Health (SFH)/Zambia, are proposing a program to reduce the incidence of HIV infections among the military, their families, and the surrounding communities through the scale-up of voluntary medical male circumcision (VMMC) in collaboration with the Zambia Defense Force (ZDF). Strategies outlined build upon SFH/Zambia’s current efforts to support the Government of Zambia (GRZ) in scaling-up VMMC services to achieve 90-90-90 goals for HIV epidemic control within the Zambian military target group. The proposed program will contribute to the goal of reducing the incidence of HIV among military personnel, their families, and the surrounding communities in five provinces with high HIV prevalence (Central, Copperbelt, Eastern, Lusaka, Southern) working through 40 health facilities to reach uncircumcised men in the target age group (15-29 years) through three objectives: • Improve the military, their families, and the surrounding communities’ knowledge, attitudes, and behaviors related to VMMC as a key intervention for HIV prevention; • Increase uptake and quality of VMMC services in all selected ZDF facilities (approximately 40); • Improve the capacity of military health facilities to provide effective and comprehensive VMMC services in all selected ZDF facilities. SFH/Zambia will strengthen the capacity of military health professionals to improve and sustain VMMC services. While improved facilities and better trained medical professionals will increase the quality of the services provided, the military norms and practices that influence HIV behaviors will also be addressed.
