HIV Prevention Program for FALEN-TIL-Forcas Defesa de Timor-Leste personnel, their families, and surrounding communities

Abstract

Timor-Leste is assessed to have a non-generalized, low-level epidemic, with a national HIV prevalence of around 0.18%. The main course of transmission is unprotected heterosexual contact, but also includes men having sex with men, injection drug users, and perinatal and blood transmission. Studies have shown that there is a low level of condom use and awareness about HIV/AIDS transmission among the population in Timor-Leste. This project is designed to build on the achievements of Phases I-III, as well as the ongoing Phase IV, of the DHAPP-funded HIV prevention program, which CWS has led in partnership with F-FDTL since 2010 for defense forces personnel and their families and the surrounding communities. The goal of the proposed program is to reduce new HIV infection and other sexually transmission infection of FALENTIL -Forças Defesa de Timor-Leste (F-FDTL) personnel, their families, and their neighboring communities by continuing focus on increase access to prevention, strengthened HIV Testing and Counseling (HTC) and STI service, and strengthening health system. The four specific objectives of the program are (1) to develop further and strengthen the F-FDTL’s health system in relation to HIV prevention, care and support; (2) to improve HTC services within the military; (3) to increase awareness and knowledge among F-FDTL personnel, their family members, and the surrounding community about HIV and AIDS; (4) and to increase the role and leadership of F-FDTL members in reducing stigma and discrimination against PLHIV. Primary project target populations are F-FDTL personnel, plus their family members and surrounding community.
