The HIV/AIDS Prevention, Care and Treatment Program for PEPFAR (President s Embergency Plan for AIDs Relefie)

Abstract

Population Services International (PSI), its fully consolidated network member Program for Accessible Health, Communication, and Education (PACE) Uganda and partner Family Rescue Initiatives - Uganda (FRI-U), (hereafter “the Team”), in collaboration with the Ugandan People’s Defense Forces (UPDF), are proposing a program to reduce the number of new HIV infections and other sexually transmitted infections (STIs) among members of the UPDF, their families, and the civilian communities surrounding military bases including adolescent girls and young women (AGYW). Following consultation with the UPDF,1 the strategies outlined throughout this proposal align with Uganda’s National HIV and AIDS Strategic Plan, the UPDF HIV Program Activity Implementation Plan, and the UPDF DREAMS Initiative to contribute to two program goals: • Reduce the number of new HIV infections and other STIs among members of the UPDF, their families, and the civilian communities surrounding military bases by September 2020 • Reduce HIV incidence among AGYW by 40%, by the end of 2017 Building on PSI/PACE experience working with the UPDF since 2003, the Team will collaborate closely with UPDF to achieve the following program objective: Improve uptake of HIV prevention interventions by the military, their families, and the surrounding civilian population. Implementation of the proposed program will be conducted through existing UPDF structures and community-based organizations, institutional capacity building through the train-the-trainer approach, and transfer of knowledge to the UPDF. UPDF-specific HIV intervention policies are aimed at enhancing organic capabilities and promoting sustainability of the HIV prevention program provision within the military. The Team will leverage its experience implementing comprehensive HIV prevention, treatment, care, and support programming in various armed forces in Africa; already-existing solid presence in the country; and its strong relationships with the UPDF, the government of Uganda, health care providers, and Community-based organizations to allow for fast and efficient program start-up and scale-up. The Team also builds upon lessons learned from previous collaboration with the UPDF and ongoing HIV prevention and care efforts currently implemented in Uganda. 1 PSI/
