Comprehensive HIV/AIDS Prevention, Care, Treatment and Support Project with the Uganda People Defense Forces
Abstract
RTI has been supporting the Uganda People’s Defense Forces (UPDF) to scale up its HIV program since 2008, and the Comprehensive HIV/AIDS Prevention, Care, Treatment and Support Project, funded by the US Department of Defense (DoD) HIV/AIDS Prevention Program (DHAPP), since February 27 2014. In the next phase of project implementation, from February 2017 to January 2018, RTI will work with UPDF to build on and consolidate these achievements, address remaining gaps, further enhance UPDF’s HIV Directorate capacity, and promote the sustainability of HIV services for military personnel, their families and communities surrounding military bases. RTI technical assistance to the UPDF will also support alignment with the national HIV program and the US President’s Emergency Plan for AIDS Relief (PEPFAR) policies and guidelines and contribute to the achievement of the UNAIDS 90-90-90 targets for the country. The goal of this one-year extension phase is to: strengthen the technical and management capacity of the UPDF HIV/AIDS program to deliver a comprehensive package of high quality HIV prevention, treatment, and care services to UPDF personnel, their families, and communities surrounding military bases. The three main objectives, inclusive of nine sub-objectives, are to: 1. Strengthen demand for and uptake of quality HIV prevention services 1.1. Increase access to and uptake of quality voluntary medical male circumcision services (CIRC) 1.2. Increase Knowledge of HIV Status and Strengthen Linkages between HVCT and Other HIV Prevention, Care, and Treatment Services (HVCT) 1.3. Increase access to and use of quality preventing mother-to-child transmission (PMTCT) services to 8,727 women and their babies 2. Increase access to and utilization of quality HIV treatment services 2.1. Increase access to adult treatment for military personnel, their families, and surrounding communities (HTXS) 2.2. Increase access to pediatric HIV treatment for children in military families and surrounding communities (PDTX) 3. Provide quality HIV care and support services 3.1. Increase access to adult HIV care and support for military personnel, their families and surrounding communities (HBHC) 3.2. Increase access to pediatric HIV care and support (PDCS) 3.3. Improve diagnosis and management of TB and TB/HIV co-infection (HVTB) 3.4. Mitigate the impact of HIV on orphans and other vulnerable children (HKID) These will be supported through a cross-cutting fourth objective, which aims to strengthen systems, policies and strategic information to support the UPDF HIV program. Strategies that RTI will use to achieve the four objectives include training, mentoring and supportive supervision, technical and financial support to the UPDF Directorate, implementation of a communications plan, and a targeted small grants program to strengthen the community contribution to promotion of HIV testing and improved retention rates and outcomes within the HIV treatment, TB treatment and EMTCT components of the project.
