Troops-To-Teachers Program

Abstract

(1) Project structure, approach, and expected outcomes The purpose of the federally-funded Troops to Teachers (TTT) program is to increase the number of eligible military veterans participating in the program. TEA and Education Service Center (ESC Region 13) propose implementation of a number of purposed innovations to sustain and enhance the capacity of the existing TTT program. These ideas will be discussed in detail in the Purposed Innovations section of this proposal, but a few examples are as follows: implement recruiter positions in key areas of need to maximize impact; utilize online video conferencing platforms to allow for face-to-face communication with veterans in rural areas of state and other states and countries; and partner with military education center counselors and officers to improve existing methodologies for assisting veterans with obtaining teacher certification. (2) Goals and objectives of the proposed project The stated purpose of this opportunity is to receive grant funding to seed the following goals: 1.) attract and increase the number of eligible current and former members of the armed forces participating in the TTT Program; 2.) reduce barriers that prevent veterans from meeting teacher certifications requirements for transitioning into teaching careers; 3.) provide individualized counseling to assist TTT participants with meeting the educational and certification requirements to transition into a teaching career; 4.) explore and implement innovative educational models to award academics credit for prior career experience/training or other relevant military training; 5.) address geographic areas with critical teacher shortages, especially in high-need schools; and 6.) increase the number of veterans employed as teachers. (3) Description of the team structure and composition of the proposed project TEA provides leadership to schools and coordinates with the branches of state government as well as the U.S. Department of Education (USDE). ESC Region 13 serves as the project lead and fiscal agent, providing management and oversight of day-to-day activities, project recruitment, website development and technical production services. The TTT team at ESC Region 13, comprised of knowledgeable and experienced educators dedicated to excellence in education, is housed in the Special Projects workgroup of the Strategic Initiatives division of ESC Region 13. In addition to full time staff, four contracted recruiters provide support to four geographical quadrants of Texas. An organizational chart of the partner and subcontracting entities is included in the Management Approach section of the proposals; see Exhibit J. (4) Description of proposed site and demographics of the population targeted Texas is an expansive state that encompasses over 268,000 square miles and provides services to over 5 million students. To meet the needs of the targeted population, the USDE has identified teacher shortage areas that allow TTT staff to recruit qualified teachers in these areas and support teaching candidates using the loan forgiveness opportunities for teachers in high need, low income areas. (5) Statement of project start date (must be supported by Work Plan) The project will start April 1, 2017 and end 12 months from the start date on April 1, 2018. (6) Statement of funding preference (if applicable) TEA’s preference for receiving the funds is quarterly, in advance.
