HIV/AIDS PREVENTION PROGRAM WITH THE ARMED FORCES OF CAMEROON
Abstract
Population Services International (PSI)/Association Camerounaise pour le Marketing Social (PSI/ACMS) propose the continuous collaboration with the Government of Cameroon (GOC) to reduce new HIV infections among military personnel, their families, and neighboring communities around military barracks and camps. PSI/ACMS will contribute to the reduction of the number of new infections, as well as the rate of morbidity and mortality linked to HIV in the Cameroonian armed forces, complementing PSI/ACMS’ ongoing HIV prevention activities with the Armed Forces of Cameroon and other U.S. government supported health initiatives. Efforts will concentrate in the four priority areas of PEPFAR in Cameroon: Center, Littoral, North West and South West Regions, which account for over 60% of people living with HIV (PLHIV) in the country. We will target 19 sites known to have a high HIV prevalence, with emphasis on access and adherence to HIV treatment and on the reduction of stigmatization and discrimination of PLHIV. The objectives of this phase of the project are to: 1) increase personal risk perception for HIV and AIDS among military engaged in high-risk sexual intercourse; 2) Increase testing of military personnel with the intention of early diagnosis in a test and start model; 3) Increase HIV antiretroviral treatment coverage rates, medical and psycho sociological care, and support for military living with HIV in keeping with UNAIDS 90:90:90 targets. PSI/ACMS will build on its previous accomplishments and new interventions, including: 1. Distribute 252,000 male condoms, 41,940 female condoms, and 1,000 bottles of lubricant 2. Work with three youth clubs targeting 400 adolescents aged 15-24 years living around military barracks in the cities of Yaoundé, Douala, and Bamenda; 3. Conduct 20 HIV screening campaigns of two days per site; 4. Do an HIV family tree testing of support group members and clients of community relay agents (CRAs) 5. Link to treatment at least 90% of people tested HIV positive during the HIV testing and counseling (HTC) campaigns; 6. Work with 13 CRAs for the linkage of HIV positives diagnosed during HIV testing campaigns and continue providing them with Positive Health, Dignity, and Prevention (PHDP) support in communities; 7. Carry out at least 3,120 home visits; 8. Hold 60 sessions of positive living in support groups and distribute 1,000 positive kits; 9. Carry out quarterly supervisions of project activities by project staff; 10. Strengthen the M&E system through the elaboration/improvement of existing monitoring tools for the referrals, the home visits, and HTC. PSI/ACMS’ on-going program in Cameroon contains the infrastructure and human resources required to effectively implement, monitor, and administer the proposed project. The project proposes a group of highly qualified HIV professionals with documented experience in managing and implementing HIV prevention programs.
