Military Specific HIV/AIDS Prevention, Care, and Treatment Program for PEPFAR Funded Countries

Abstract

RTI proposes a 4-year implementation plan to support HIV seroprevalence and behavioral epidemiology risk survey (SABERS) research in six countries: Guyana, Mali, Niger and three other countries to be named. We will work with DHAPP, partner militaries, and other in-country program partners to accomplish the following objectives: • Provide DHAPP and partner militaries with experienced technical assistance (TA) and research capabilities to support efficient development of protocols and Institutional Review Board (IRB) documentation, production, and delivery of surveys and training manuals, collection of biological samples, development of data management systems, and other support as needed. • Procure and deliver study materials, such as testing supplies and reagents, in a timely manner to ensure that research activities are completed on schedule. • Provide training for study and biological data collection, data entry, dissemination, and other identified needs, with a focus on capacity building and sustainability. • Coordinate and support communications between stakeholders to strengthen collaboration, clarify expectations, and ensure buy-in. • Prepare a final activity report and facilitate the dissemination of findings to inform appropriate data-driven strategies for improving HIV prevention, care, and treatment efforts. This effort will significantly contribute to the capacity of the partner militaries to assess trends in HIV prevalence, changes in behavioral risk factors, and outreach to family members and community members living near military bases. The key SABERS proposed activities will include: • Study design and implementation, including a Pretest assessment of the survey tool, • Procurement of study materials, • Data collection training, and • Data collection and management support. RTI will work in close collaboration with DHAPP and the partner militaries to make an informed and appropriate selection for the SABERS design and implementation strategy, including data collection technology. Data collection will include either computer-assisted personal interview or audio computer-assisted self-interview. All tasks for training and skills development will take into consideration the most appropriate methodology to support local capacity building for seroprevalence and behavioral risk surveillance and to strengthen the prevention, care, and treatment program of the partner militaries. RTI will facilitate project management with DHAPP by holding regular conference calls and generating minutes for teleconference meetings. RTI will communicate on a regular basis via various methods, including e-mail, conference calls, instant messaging, and in-person meetings. RTI’s team will be led by seasoned SABERS staff including Ms. Lauren Courtney as Project Director and Ms. Tonya Farris, Ms. Stacy Endres and Ms. Jay Hemingway-Foday as Country Managers. Our programming team, if needed, will also remain consistent with oversight by Mr. Steve Litavecz.
