Strengthening Laboratory Services In Non-PEPFAR DHAPP-Supported Facilities Through A Military-Military Quality Improvement Network (MLQIN)

Abstract

Improving clinical diagnostic laboratories and the quality of HIV test results is prerequisite to addressing the HIV epidemic. DHAPP is assisting facilities not supported by the US President’s Emergency Plan for AIDS Relief (PEPFAR) to join the laboratory quality improvement effort. GSSHealth proposes to achieve DHAPP goals through the expansion of the DHAPP Military Laboratory Quality Improvement Network (MLQIN) dedicated to raising the standard of military laboratory services, with a focus on HIV/AIDS into new countries. Specifically, GSSHealth will build upon existing successes to develop a cadre of mentors, trainers and peer-educators within the host country, a expand the program tailored to laboratory needs. GSSHealth will support baseline and follow-up site assessments performed in partnership with local military staff, utilizing assessment data to inform gap analyses that identify required infrastructure, equipment, commodities and processes to improve HIV-related services. The nature of quality improvement interventions will depend upon the outcome of assessments and will include infrastructure, personnel, training, laboratory services, quality, safety, documentation, supply chain management and logistics. GSSHealth will also develop and employ detailed work plans to support facilities in implementing quality improvement schemes such as Strengthening Laboratory Management Toward Accreditation (SLMTA) and the Stepwise Laboratory Quality Improvement Process Towards Accreditation (SLIPTA). GSSHealth expects to transition laboratory quality improvement activities to the local military in at least two countries (Togo and Benin), perform advanced quality management initiatives in three countries (Chad, Senegal and Sierra Leone), initiate the MLQI Network in two countries (Burkina Faso and Djibouti), provide support for SABERS in one country (Burkina Faso) and develop an HIV retesting program in three countries (Liberia, Sierra Leone and Togo). , These activities will broaden the scope and increase HIV-related testing services over the course of the project. GSSHealth is seeking $785,030 in year 1 to fulfill the goals and objectives of the program.
