The HIV/AID Prevention, Treatment, and Care for Uganda
Abstract
Offeror: University Research Co., LLC (URC) is an international public health firm with demonstrated technical capacity in strengthening health systems and expanding access to quality HIV and other health services in Uganda and globally. Objectives: The project aims to reduce the number of new HIV infections and other sexually transmitted infections (STIs) and reduce associated mortality among members of the Uganda People’s Defense Force (UPDF), their families, and the civilian communities served by UPDF health services. The project is designed to achieve the following objectives: 1) Aggressive scale up of HIV testing services; 2) Scale-up military HIV/STI care and treatment services; 3) Improve tuberculosis (TB) diagnostics and treatment; 4) Strengthen PMTCT and Voluntary Medical Male Circumcision (VMMC) prevention; 5) Improve laboratory quality management systems, diagnostics and HIV clinical monitoring systems; 6) Strengthen impact mitigation and orphans and vulnerable children (OVC) services, and 7) Strengthen the institutional capacity of the UPDF to lead, plan and monitor the HIV response. Assessed Needs: Among members of the UPDF, 61% of male PLHIV have been diagnosed and only 54% put on ART while data are more favorable for female PHLIV. The ambitious global treatment target set by UNAIDS aims for 90% of people living with HIV to know their status, 90% of those diagnosed to receive antiretroviral treatment (ART) and that 90% of those on ART will have viral suppression by 2020. While Uganda has made notable progress in the first and second 90%, these targets are quite distant among UPDF rank and file, pregnant women and TB patients. The UPDF has many OVC infected or directly affected by HIV and adolescent and young girls and women (AGYW) who are at risk of HIV. Urgent actions are required to mitigate the risk of HIV in these populations. Uptake of VMMC remains low in the UPDF. Anticipated Impact and Results: The project aims to reduce new infections and deaths among members of the UPDF, family members and surrounding communities through the scale up of combination prevention, treatment and service provision in the military’s ART program in order to achieve 90-90-90 goals. The project aims to achieve 6,732 new ART initiations, increase the number of patients on ART to 23,609 under HIV/AIDS Care and Treatment, test and provide results to 127,059 under the HIV Testing Services; strengthen HIV Clinical Monitoring Systems; serve 3,960 OVC, and provide VMMC for 17,723 males.
