Department of Defense HIV/AIDS Prevention Program (DHAPP): Military Specific HIV/AIDS Prevention, Care and Treatment Program for PEPFAR funded countries

Abstract

The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) is pleased to present the following proposal for Clinical HIV/AIDS Services in the Democratic Republic of Congo (DRC) Armed Forces in response to Amendment 0010 of funding opportunity announcement N00244-19-S-F002 FY19-FY20 Department of Defense HIV/AIDS Prevention Program (DHAPP): Military Specific HIV/AIDS Prevention, Care, and Treatment Program for PEPFAR-funded Countries. The proposed activities build on EGPAF’s 17 years of experience as a leading provider of comprehensive adult and pediatric HIV care and treatment services in DRC, and experience supporting closed populations including uniformed personnel and prison populations in the DRC, Mozambique, Lesotho, Eswatini and Kenya. Under the proposed project, EGPAF will expand comprehensive HIV testing, care and treatment services through effective, differentiated service delivery models, tailored to military conditions at 20 facilities across four targeted PEPFAR provinces (Kinshasa, Lualaba, Tshopo, and Haut-Katanga), and intensified HSS at all levels of the military healthcare system. EGPAF will achieve the goal of reducing the number of new HIV infections and other sexually transmitted infections (STIs) among members of the FARDC, their families, and the civilian communities served by FARDC health services, and of supporting the continuum of care and treatment for those infected with HIV/AIDS through close coordination with the FARDC, National Army Program to Fight AIDS (PALS), and National AIDS Control Program (PNLS). 1. Scale up targeted HIV testing, care and treatment services to ensure 95% of people living with HIV (PLHIV) are identified, 95% of those identified are on treatment, and 95% of those on treatment are virally suppressed. 2. Improve capacity for provision of quality laboratory services and ongoing laboratory management within FARDC. 3. Strengthen the FARDC clinical monitoring system for improved HSS and strategic use of information. EGPAF’s proposed project will emphasize the use of targeted, proven approaches tailored to the DRC military health zone (HZ) context across all program areas. EGPAF will build capacity of PALS to target testing in high-yield service delivery points and implement effective models of differentiated service delivery to increase the number of HIV-infected adults and children in military settings who are identified, initiated on antiretroviral therapy, virally suppressed, and retained in care. Through support for laboratory services and improved data systems, EGPAF will increase access to services, and improve tracking and management of patients’ health within the FARDC. Finally, EGPAF will work closely with FARDC to prioritize HIV in military settings through training, mentorship, coordination, and joint supervision across all program areas. EGPAF will build the capacity of PALS to promote sustainability and the eventual transition of programmatic activities.
