CSP - Littoral OpTech-SOUTH Workshop

Abstract

THEME: The Complex LittoralFor working purposes a militarily useful definition of the littoral is the near shore area (land, sea an""d air) where complexity and threat rapidly expand within all domains while confronting anti-access strategies across manifold, overl"apping boundaries that generate area specific operating conditions for technological applications.The boundaries are geo-physical i"n nature, coupled to anomalous phenomenology or even set in manmade political, juridical or commercial constructs, complicating mili""tary operations and the application of military technologies. Adding to the complexity is a stubborn, structural component of the li""ttorals which is instability ~ increasingly interconnected by globalization, no nation escapes the effects.In this environment oper"ations must be viewed alongside technology and the early stage research (public and private) necessary to ensure that the challenges of the complex littoral can be met in partnership with allies and partners. This includes advanced high tech solutions as well as elegant low tech solutions.For naval forces there is a need to closely couple operations and technologies around a grand convergence of complexity and activity that makes the littorals both the dominant feature in modern human activity and a culminating zone impac"ting all domain access. Colombia and the surrounding littoral region (Atlantic and Pacific), is a land-sea gateway between the great" western continents and onward ~East and West enabling international trade and commerce on a grand scale. The Security and stability in this littoral region directly impacts the United States - Colombia itself promising as a security provider.Working closely with allies and partners both public and private to ~deepen operational relationships~ is important. Only through collaboration with these partners can the US rapidly gain and adapt the specific operational and technical competencies necessary to succeed from phase 0" through Phase IV operations in the littorals. In the wake of the success at Littoral OpTech-West Workshop in Stockholm Sep 2105, an""d Littoral OpTech-EAST Workshop in Tokyo Oct 2015, it is proposed that support be provided for Littoral OpTech-SOUTH to be held in C""artagena, Colombia to address regional challenges and to build on common themes generated by the continuing Littoral OpTech Workshop" Series.
